There is an abundance of valuable information available to assist agents, haulers and TSPs with Department of Defense DP3 household goods shipments. Our goal is to consolidate these resources and present them in an accessible, user-friendly format. This section focuses on key military regulations and guidance relevant to DoD moves. 

  • 400NG Tariff serves as the principal DoD Domestic Tariff that governs the transportation of Household Goods (HHGs), personal effects, property, and other similarly defined articles in all points of the United States (U.S.) and District of Columbia (DC) with the exception of Hawaii.
  • Tender of Service provides guidelines, rules, regulations, and other information required to participate in the movement of DOD personal property. The TOS specifies rules, regulations, and procedures that Transportation Service Providers (TSPs) are obligated to perform when moving service personnel personal property, both military and civilian.
  • Claims & Liability Business Rules provides guidelines, rules, regulations, and other information required for TSPs and Military Claims Offices (MCO) to properly settle claims for household goods damage, real property damage and inconvenience claims for shipments under the Defense Personal Property Program (DP3), Direct Procurement Method (DPM) Tender of Service shipments using DPM or Local Service Order contracts, as well as Non-Temporary Storage (NTS) Tender of Service storage actions.
  • TSP Qualifications within the DP3 Program provides guidance on DoD qualifications for personal property movement to any Transportation Service Provider (TSP) currently approved or seeking approval to become a new entrant into the Defense Personal Property Program.
